Premiere Pro 15.4 Settings not holding for all users on same PC

So I go ahead and configure all the Premiere preferences the way I want them, restart Premiere, then copy those files to the same location for others users on the same computer.  But for some reason Premiere completely ignores them and uses default preferences. I have checked and reset NTFS permissions but still no go.  Do I need to do something in the Windows registry to make the settings stick for all users?  Any help on this would be appreciated.

I work at a university and need to get Premiere Pro settings to hold for all users.  Copying the files in the default user profile also does not seem to work.  The files get copied OK when a new user logs in, but again Premiere just seems to ignore them and always goes back to the default settings.

    Wondering whether you can have a Windows script that runs at login that trashed current prefs file and copies over the preference file you want from designated location. Modification date could be set to login date/time to ensure latest instance.

    I could do that yes, but the problem is Premiere is not picking up the settings, even when I manually place the files.  Users get default preferences in Premiere no matter what preference files are located in AppData.  It's almost as if something in the pref files are locked to the original user who created them.  My guess is it Windows registry related.

    I came across your message while I was hunting for something else. So that's my apology for making a reply that is ten months old.

    You CAN enforce Premiere Pro preferences for a bunch of workstations - users won't be able to change them. It's done using a workflow called External Preference Configuration, or EPC. When PPro launches, it checks for the presence of an EPC file, if it finds one, it goes to the directory referenced in that file and uses the preferences it finds there.

    If this is still an issue for you, reply and I'll get into the details.

    If the users have unique CC logins then they can Sync Settings from Another Account.  I believe this includes Preferences from memory.

    Thanks for the suggestion Kib.  The Sync Settings feature does indeed sync preferences to and from the cloud (I tried it and it works, even with another account).  None of our students have Adobe ID's though, they only have Active Directory accounts.  They work on a bunch of different systems (usually not the same computer as last time) and having to login twice each session (first to AD, then to CC), then go into the menu to "sync settings" every time doesn't really seem feasible.  There's also no internet access in our edit suites, so even if students did go ahead and create their own Adobe ID's, it wouldn't work from the suites.  The classroom computers do however, have the internets

    I need to set this up so a user logs into the Windows, launches Premiere and starts working right away. All I am trying to do is simply change a few default settings for all users.  I'm not sure why this is so difficult.  I am not having any problems with this method on the Macintosh computers.  I am doing it the same way, just the path is different...

    /Users/<username>Library/Preferences/com.adobe.AdobePremierePro.plist

    instead of...

    \Users\<username>\AppData\Roaming\Adobe\Adobe Premiere Pro

    I don't think what you are doing is legal, so it is therefore not supported

    License is for ONE person, the owner, not anyone who sits down at the computer

    We are licensed per computer, not per user
