Premiere Pro (2017.1) keeps lagging and freezing

I have an issue in one of my Premiere Pro projects. It suddenly keeps lagging (color wheel) and the playback won't work sometimes for 1-2 Minutes. This happens every 2 minutes or so. I also noticed, that it hardly uses any CPU while it is lagging.

Can someone help me?

Here are some facts about my system

- Premiere Pro 2017.1.2

- Mac, Mid 2015, 10.12.6, 2.5 i7, 16 GB Ram, AMD Radeon R9 M370X 2048 MB, Intel Iris Pro 1536 MB

- using "Frame.io" plugin

- 500 GB free storage on device

- Material ingested in Project: ~175 GB

- About 100+ Timelines (all about 10-20 seconds long, very simple)

What I've tried so far:

- Restart (several times)

- Deleting Cache

- Checking Memory settings

    Sorry for the issue with performance. It seems like an issue with permissions.

    Please perform the steps in this article fixing permissions problem that impedes start of Adobe applications | Creative Cloud blog by Adobe  & let us know the status.

    I am having the same problems. keeps lagging and freezing

    When I move something around on the timeline... pinwheel. It has been crashing 20 times day lately. When I hit spacebar for playback there is a 3-4 second delay. It will just sit there and spin and spin until I force quit. The second I hit the button it unfreezes finishes the last edit I made and pops up the recovery dialog box.

    My Preferences folder IS set to read/write.

    I have tried Deleting Cache

    I have tried deleting preview files.

    I have tried holding shift+ option on start up.

    PLEASE HELP!
