Premiere Pro 2018+2019 Hangs in Windows 1903+1809

Hi All! I hope to find a solution here

On May 23rd I finally upgraded from Windows 7 Pro to Windows 10 Pro.

When launching PPRO 2018+2019' when clicking on the Graphics Tab or Effects Tab (or when going Window > Essential Graphics) the program hangs and I'm forced to close it.

I can't do any real work without access to these features.

I've been back and forth with Adobe Support, running various troubleshooting actions with them,  but to no avail. (error checks, safe mode, uninstall and reinstall etc')

The latest "suggestion" from Adobe Support was to rollback Windows to version 1803. ( After they asked me to upgrade from 1809 to 1903 version!)

Windows will not let me to go back beyond version 1809.

I think this is an unacceptable suggestion! Why should I rollback to a less stable and ( very Importantly) less secure OS?!?

(I'm in the process of buying a new PC and probably will get on it the latest version of Windows anyway, and what then??)

I'm very close to cancel my All Apps subscription and move to another NLE system, so this is my last attempt to maybe get a proper solution here.

    Hello and Hi!

    After many hours with Adobe support staff (who were very patient and kind) I SOLVED the Problem!

    Here is what I did:

    - I deleted all the fonts I could from Windows\Fonts folder. I had over 2000 fonts and after the deletion(you must have permission) I was left with 79 fonts which were either "in use" or were "protected system fonts".

    - Rebooted my PC

    - Opened PPRO 2019 and Voila! All panels work just fine! No crashes!

    Small quirk in 2019: I use Hebrew Fonts sometimes and when trying to edit one of the preinstalled templates, It won't let me type Right to Left. (its enabled in preferences) Only when I create a new title of my own.

    In PPRO 2018 it works fine. BUT, in 2018 I can't drag any of the preinstalled templates to the timeline.

    Hope Adobe fixes this soon!

    Go for a clean install of Windows 10 instead of upgrading. Upgrading do too often cause problems.

    1. Go to Download Windows 10
    2. Click on Download Tool Now to create the installation media with the Media Creation Tool.
    3. When done, make sure to upgrade chipset drivers, LAN drivers, audio drivers, etc and download the latest graphics drivers from the GPU manuafacturer.

    Dear Averdahl,

    Sorry for not being accurate, but when I wrote "upgraded", I actually did a complete clean install from scratch and made sure that all the drivers are the most recent ones.

    Apart from Adobe CC apps, the only other programs I installed were: Microsoft Office, VLC and IOBit Uninstaller -I did uninstall them to test and that had no effect and the problem persists.

    Dear Jim,

    Thank you for your reply and suggestions.

    I looked at your link - which is wonderful! - and since I did a clean install of Windows 10, all the drivers were the latest, no quicktime at all, no plugins, no antivirus (except the built in Windows defender).

    Only VLC and basic Office(Word, excel, Power point) - which I uninstalled using IOBit (and uninstalled IOBit) but that didnt solve the problem.

    For now, I'm at loss...
