Premiere Pro 2019 13.1 won't open/crashing

Since the latest update, every time I open PP2019 on my laptop all i get is this screen.

that circle spins for awhile, the box dissapears and then comes back 20-30 seconds later and repeats over and over again.

Does anyone have any idea what's happening?
