Premiere Pro 2020 Lag and playback issues

Question

So I am not sure what's going on, but Premiere Pro 2020 (and AfterEffects 2020) hard-lag on my PC. I've tried updating my Nvidia drivers as well as adjust opimization and RAM preference priority, but still getting mouse freezes, timeline drag, ridiculous render time (3-5 hours for 20 seconds), and plug-in malfunctions with Redgiant. I also don't have an OpenGL option in any of the programs. Can anyone help me with this?

Intel(R) Core i9-9900K CPU
DDR4 RAM 64 GB
GeForce RTX 2080 Ti
Windows 10 Pro ver. 1903(on 1 TB SSD)

What sort of footage are you editing? is it H264? 4k or 1080p (like from Sony a7iii?)Also has this happened after you updated Premiere Pro? Have you had this issue before?
