Premiere Pro 2022 freezes during export

I7-11700

64GB Ram

10 TB of drive space

RTX 3070

Trying to export to H.264

I get about halfway through export and it starts to slow down then won't go any further. It does not crash. Just hangs at a certain point.

Nothing special about the footage. No variable frame rates. It is freezing on an After Effects sequence but it renders past several of them with no issues. I even got it past the part it usually hangs by nesting that particular sequence. Tried nesting the others but it still freezes. Any ideas? I've checked other threads and found nothing that fixes it.

I have over 1 TB of space for cache.
