Premiere Pro 2022 wont open

I can not for the life of me get Premiere Pro v 22.0 to open. I have installed, uninstalled, reinstalled. I keep getting the error message: the code execution cannot proceed because MSVCP110.dll was not found. Reinstalling the program may fix this problem.

I have already reinstalled the program several times. Even older versions and still nothing. my windows 10 is up to date, and I even tried installing the most current version of Microsoft Visual C + +. WHAT IS THE DEAL
