Premiere Pro 2023.5 cannot make sub sequence

Working on Premiere Pro 2023.5 on M1 Max Mac Studio, osx Ventura, cannot make sub sequence.  Have tried through key commands and Sequence menu.   Shut down and re-started Premiere.   Same.  

Hope a patch is issued soon as this is key for deliverables and patches.
