Premiere Pro 2023 shortens saved in and out area after loading

Ok, a new bug. Premiere Pro 23.5. At a certain moment I noticed there's about two seconds missing from the beginning of every exported video. I opened a project, set the in-point to the very beginning and the out-point - to the end of it, saved the project and reopened. This is what I saw:

And this happens everytime. I move the in-point to the beginning or use Ctrl+A to select all of the project, save it, reopen it and see it again - Premiere Pro just leaves off the beginning every time.
