Premiere Pro 22.2 - Choppy and slow scaling and moving footage in Program window

Had to repost this with a proper title. Tested 22.2 on two Intel Macs running macOS 12.2, and got the same results:

Very Premiere is very choppy when scaling and moving footage in the Program window. Playback is fine, but moving footage around in 2D space is awfully slow. Once I downgraded back to 12.1.2, problem disappeared and moving and scaling is now buttery smooth again. Please fix this Adobe!

I'm encountering this problem as well, except on a Windows machine. Trying to move elements around in the Program window is nightmarishly difficult. I know there's a myriad of factors that could go into problems like this, but I haven't changed any hardware or software since before v22 was released, if not longer. I was hoping that today's 24.2.1 update would fix it, but it still shows the same behavior. I'm using the same project at the same time point, moving the same elements, just with different versions of Premiere.

 

Edit: To be a bit more clear, version 24.0.3 is fine, versions 24.1+ are not.

Also tested on my M1 Mac Mini, same issue above. Downgraded to 22.1.2 and problem was gone. Definitely an issue universally with the new update.
