 I think the button layout editor is NOT saving custom layouts at all

    The issue you're describing will be fixed in the next release of Premiere Pro. You can test that in the public beta, that is available via Creative Cloud Desktop, in the Beta apps section.

    I also tried updating the graphics card, but the problem is still there
