Premiere Pro 23.6 Merge Segment Stopped Working Mac OS

Before the latest Premiere Pro update, Split and Merge Segment functions worked on transcripts. After the update using "Generate text-based editing transcript..." the Merge Segment is greyed out and non-functional. I can split a segment but if I make a mistake the only way to reverse it is to select the undo function immediately. Working on a Mac and this occurs in both OS 12 and OS 13 (we just updated).

 

Searching the forums this looks like it was a bug in previous versions, and now it's back. Thank you for your help.

A change occurred, probably in PR 23.4, that requires selecting portions of 2 or more segments to merge them. See my post:
