Premiere Pro 24.2.1 lags in program monitor IF a property is selected

RTX 4080, i7 13700KF, 64 Gb of RAM, SSD. FullHD footage.

If you change a property with no preperty selected (highlighted) the footage in the program monitor moves, rotates and scales  smoothly. Should you highlight any property the footage starts lagging hard. Noticed in Pr 24.2.1. My collegues say they've had this behaviour since the introduction of 24.0
