Premiere Pro 24.2.1 (version 2) Goes into Full Screne on it own.

Issue - A short description of the problem. 
Adobe Premiere Pro version number: 24.2.1 (version 2)
Operating system - Windows 11 Pro - all updates installed
System Info: CPU, GPU, RAM, HD:
Intel Core i9-14900K, 32 cores listed
NVIDIA GeForce RTX 4080, Driver 31.0.15.5161
128 GB (128 GB usable) G.Skill DDR4 TridentZrgb
Boot Drive - NVMe Samsung SSD 990 PRO 2TB. Editing on internal RAID two disc RAID 0
Video format: This has occured with mutiple projects and many various formats. R3D, mp4, mov.
Workflow details: Single camera sequence. Premiere Pro randomly puts itself into full screen (Esc, ctrl ~, ctrl \ can't get out of full screen) Premiere Pro is locked into full screen. The only solution is ctrl+alt+delete, task manager and exit the program.
Steps to reproduce - There are no steps to reproduce. It happens radomly on it own. No action I take causes it or resolves it other than crashing Premire in task manager.  
Expected result - Not relavant
Actual result -  Not relavant

I have found that this issue occurs when minimizing Premiere. I also tried using control ~ to intentionally put Premiere into full screen and the full screen only covers the bottom half of the screen. However I can get out of full screen at that point with control ~.

No suggestions? Anybody?
