Premiere pro and After Effects are not importing files from download folder.

Drag and Drop is working for importing files but File>Import is not.
Earlier there was RAM problem. Just changed the RAM today but still not working

After closing the app the icons on the desktop are not showing....
Confused why it's happening

Its more likely a windows issue.

Run a virus scanner and malware software.
