Premiere Pro and Media Encoder 2023 dont use GPU

I migrated from Premiere and Media Encode 2020 to 2023, but now I can no longer use my GPU to encode, even with the latest Nvidia drivers, Cuda Toolkit, and everything turned on on settings, it persists in rendering per CPU.

Has anyone experienced this or any solutions?

GPU usage is not "general", it is used for specific things like color changes and sizing changes. There is a list of the GPU Accelerated Effects.  The GPU is used for those specific effects.

So what effects were in use n that sequence?

No effects, it's just a 1 hour average video that I cut a part of it, and duplicated it to create a loop at the end.

Then there isn't any use of the GPU to be expected. Remember, it's not just an extension of the CPU ...
