Premiere Pro and Media Encoder Launch Themselves Randomluy

This is a problem I've never come across, but for the past few weeks, (it may be only after the CC2019 update but I'm not 100% sure) I'll be working in an application like Word or Excel and randomly PP and ME will launch themselves.

I have tried to poke around in the process monitor but to no avail

OS: Windows 10 Version 1803 (Build 17134.345)

Core i7-8750H

8GB DDR4-2666

GeForce GTX 1050Ti w/ Max-Q
