Premiere Pro and Media Encoder won't render video.

I'm trying to render an HD timeline that's around 5 minutes and 44 seconds long. 

The following happens when I try to export on either Premiere Pro and Media Encoder

Premiere Pro:

After clicking Export, the progress bar doesn't show up and it's as if the process has been canceled.

Media Encoder:

Clicking render or starting the queue just loads the progress bar but the process isn't proceeding. It's just stuck at 0%, even the thumbnail preview of what's being rendered is not showing up.
