Premiere Pro Captions and Graphics Tab Does Not Work

When I click on the Captions and Graphics tab in Premiere Pro, it completely stops working. Nothing responds or works, it won't let me edit and graphics, and the screen freezes until I click on one of the taskbar options. All the other workspaces operate just fine. 

I have reset the preferences, uninstalled and reinstalled the program, and updated my graphics driver and it still continues to happen. Anyone out there experience this and found a solution? 

Adobe's customer support has never been helpful resolving this as they just have me repeat the above mentioned steps over and over to no avail.
