Premiere Pro CC 2017 No Razor Tool

So I have a tool menu but I can't find the razor tool and no keyboard shortcuts are working. Please help, I'm new.

In Premier Pro CC12 There are some audio editing tools

These appear in UI in the lower left quadrant. If you enlarge the audio track and pull that window out of its place in the UI, these tools vanish. How do I reopen them?

The gentlemen above are right. If you're in After Effects the razor tool doesn't exist.

Are you talking about Premiere Pro as your subject line says or After Effects which is the forum you posted in and the tag you put on the post?

After Effects and Premiere Pro are very different pieces of software built to do very different jobs.

Aside from this being the wrong forum, nobody can tell you anything without exact system info or other technical details. just saying that nothing works is not useful to anyone.
