Premiere Pro CC (2017) takes 8 minutes open

We created a package through the Adobe console for Premiere Pro and it is distributed in an Enterprise environment where users don't have Admin rights.

There are complaints that the software isn't opening after the initial splash screen closes after initializing, although after timing it it takes about 8 minutes each time.

The package currently has 'Admin rights' turned off. If you Run as Admin, it launches right away.

Version packaged is 11.0.2 but update 11.1.2 was tested and doesn't affect the outcome (issue not listed in fixes anyways).

Is there a fix for this? I have seen this posted before, but there aren't any satisfactory answers, or someone hijacks the thread with their own problems.
