Premiere pro cc 2018 - blur multiple images for privacy reason

I am trying to Mask track multiple faces and images at the same time but it's extremely long and cutting up the viseo with the razor blade every time someone comes in or out the area.

I work for Correctional Service Canada and I have and will be receiving alot more of videos to blur out faces and more. They are around 40 minutes to one hour videos. Is there an easier way?

Also once I exported the video, it started jumping every 2 3 seconds when replaying it in a media player. 

What is it that I am doing wrong?
