Premiere Pro CC 2018 - do you recommend it?

Hi, I am new to this Adobe Business. I am planning to buy all the apps and I have a question regarding Premiere Pro CC 2018. While I saw a video on youtube about subtitles being more easy to do in Premiere Pro CC 2018, I read on this forum that most of you have problems with this version. So what should I do? I use Asus X541U Series and Windows 10. Please help me. Thanks in advance!
