Premiere Pro CC 2018 Doesn't seem to be able to search the Project Panel_17

My search pannel you are showing from a fiew days is not active,and I don't know why...any suggestions?

    The greyed out search box problem was solved by File>Close All Projects and reopening the one I was working on. I didn't have any other projects open so I am guessing there is some kind of project lock bug in CC2018.

    There is no need to have a sequence open for the search function to work.
