Premiere pro cc 2018 freezing every few seconds

Hi. I have a problem with premiere pro cc 2018 and 2019. When i create a new project and import my footage. Premiere pro will stop responding for 3-4 seconds and then works good for 3-4 seconds before freezing again. What could be the problem?

System specs:

CPU: i7-9700K

GPU: RTX 2080

Premiere pro is installed on C: drive and the material is on the 😧 drive. C is an ssd and D is hdd.

I have CUDA enabled and have installed the latest drivers and updates for windows and gpu.

I finally fixed it! I moved my project from the HDD to SSD and its working flawlessly.

What size and how full are the drives?

How is the SSD installed? SATA?

Is the HDD 7200 RPM and internal?

The SSD is a Samsung 500GB 970 EVO Plus and the HDD is a Seagate 2TB BarraCuda SATA III, 7200rpm, 256MB

SSD is M.2

HDD is internal and 7200rpm

SSD is 2/5 full and HDD is 1/10 full

what kind of footage are you importing?

more info needed on how much footage you have, their format and how are you importing them

are you cleaning the media cache from time to time?

My footage formats are mp4 (XAVC S), mov (Canon), mov (Ursa mini 4K, ProRes 422). everything is in 1080p 25fps

I have a folder with subfolders according to the day of shooting them(day 1, day 2. etc), and inside those i have the footage.

I have 280 clips of video. I import them by right clicking the empty space in the project tab, select the main folder that contains all the subfolders and the footage, then select import folder.

I have tried cleaning the media cache with no success.
