Premiere Pro CC 2018 takes over 8 minutes to launch

After reinstalling the operating system on Windows 10 pro (audio problem CC 2018) the installation of Premiere Pro CC 2018 worked fine. Then install third-party plugins including Red Giant, Newblue, Smartsound in C: \Program Files\Adobe\Common\Plug-ins\7.0\MediaCore. From this moment on, the launch of Premiere took exactly 8-8.30 minutes. So remove all plugins bit by bit, but the start continued to take so long. Starting with the CTRL key produced a one-time quick start. Also start with CTRL+CTRL did not lead to any success. Cache deleted via settings, also via Explorer, it did not work. The last thing I did was to completely uninstall Premiere Pro, clean the registry, delete and reinstall all Premiere paths with content.  Program started - immediately. Movies are imported and a color correction is made, saved and finished. Next start - 8 MINUTES. I don't know what to do and I'm desperate. Can someone help me?

By the way, under Windows 7 and Premiere Pro CC 2017 everything worked great.
