Premiere Pro CC 2018 Won't Fully Launch

I have been having an annoying issue for the past few days with Premiere Pro. I have un-installed and re-installed the program twice as well as followed instructions to delete the opm.db file located at C:\Users\<users>\AppData\Local\Adobe\OOBE. Photoshop had a similar problem but it resolved itself after a re-install. Specifically, these are the two solutions I have tried already:

1. Use the Creative Cloud Cleaner Tool to solve installation problems

2. Apps won't open, stuck at startup screen (I tried MikeGondek's response on May 4, 2017 at 12:03 PM)

Premiere will open up to the full window witht the start window above it but nothing will load past that. (See the video as evidence.) Premiere will sit there for like that until I close it and even then I have to use task manager to fully exit the program.

Have you ever seen this issue or know what may be causing it?

Having the same issue on a Mac running Sierra 10.12.3. Just updated to the latest version of Premiere and the application won't launch. It bounces a few times, shows the load screen for 2 seconds then stops. Uninstalled then reinstalled with no change. AE and Photoshop updates work fine.
