Premiere Pro CC 2019 only using 13% of my CPU.

I'm trying to do a mask tracking for Fast Blur in Premiere 2019, however it's too sloooow. It's also taking too long to render anything. I only get 12-15% of CPU usage from Premiere. Here's my configs:

i9 9900K
GTX 970
16Gb RAM 3000MHz

Aorus Z390

480Gb SSD
Windows 10 Pro

    16 GB of RAM is way too little RAM for an 8-core CPU. In fact, it is barely enough RAM for even a 2-core CPU. I tested my 5-year-old dual-core i5-4200U laptop with 16 GB (the maximum amount of RAM that the laptop supported), and Premiere's rendering did not utilize 100% of even that CPU.

    So my suggestion is to add more RAM to that system ASAP. That system should really have 64 GB of RAM in the first place.
