Premiere Pro CC Splash Screen does NOT lauch. Just a blacked out screen.

Splash screen is empty / blacked out with outlines of buttons.

If I exit the blacked out Splash screen, behind it I have a funtional Pr so it is launching the bulk of the program. How do I restore the splash screen? I want the benefits of it.

To save time I have already done the following:

Uninstalled/Reinstalled Adobe Creative Cloud and everything that comes with it twice. I have uninstalled and reinstalled Premiere Pro 4 to 5 times after doing many things, such as:

Backed up to a System Restore Point. Ran Updates on Windows, Dell G7 laptop, and GPU graphics card. I ran diagnostic and defragment programs, also Restored Windows Defaults thinking I had changed something on accident. Also I have rebooted the laptop a 100 times. I am out of ideas, and no one on google or youtube offer answers. 

This laptop meets all requirements and it's new. The bare neccessities are the only thing on it. If it's from my end I don't know what it could be. Pr worked one day and a few days later ... no more splash screen.
