Premiere Pro CC stops background apps from playing

Whenever I have the Premiere Pro window open all background apps stop playing, such as YouTube. Does anyone know how I can fix this? I can see a discussion back in 2016 with this same issue but I can not use the solution as the settings are not available anymore. I have just upgraded to Windows 2016.
