Premiere Pro crashes upon saving file

I have tried dozens of times to save a project on Premiere Pro, but every time I do the program freezes on the “Saving project” window until I have to shut it down.

Here’s what I usually do:

• Open a new project
• Import my two main files that I’m using, one mp4 and one mkv file, both about 80 minutes long
• Make minimal edits like situating them on the timeline
• Try to save, whether by manually going to File > Save or using CTL + S
• Program freezes, says Premiere Pro is not responding
• If I don’t use Task Manager to manually close Premiere Pro, it’ll usually say something like “Premiere Pro is not responding. Would you like to wait or close the program?” If I select close program, the computer will sit for hours trying to “save” my file

My system stats look like this when it crashes:

I have tried

• Using different files and file types, all to the same result.
• Testing an older project. Same result.
• Uninstalling and reinstalling Premiere Pro
• Using an older version of Premiere Pro
• Clearing the cache
• Resetting preferences
• Adjusting the amount of RAM dedicated to Premiere Pro
• Restarting my computer
• Updating my drivers
• Downloading different drivers
• Testing out the project on a editing software similar to Premiere Pro. It works, but I prefer Premiere Pro

Nothing has worked long term. For a brief, beautiful moment I managed to get the project to save after clearing the cache. The few times it did save, it took several seconds to do so until it crashed. When it was working, I was constantly getting the “Error retrieving frame” notice. I have no idea if that’s related.

In the recent past, my computer has had no problem with projects like these. I haven’t used Premiere Pro in a few weeks and I have no idea what changed during that time. I’ve tried running stress tests on my RAM and GPU and the tests come back normal. I built this PC only a few months ago.
