Premiere Pro crashes while selecting Encoding Settings in the Export Settings window

Since the upgrade, when I do this (Under the Video tab scroll down to Encoding Settings), Premiere Pro crashes.  All other video formats still work.  I used H.264 99% of the time.  Now it doesn't work.

This is because you likely have a discrete GPU that either is not supported at all in the hardware encoder (old, obsolete GPUs) or lack a hardware encoder of any kind (some very-low-end currently available Nvidia and AMD GPUs). The only fix, for the time being, is as Sumeet described.

In Premiere Pro, go to Edit > Preferences > Media and un-check Enable hardware accelerated encoding and decoding (requires restart). When done, close the dialog and close Premiere Pro and launch it again and try.

 

If that does the trick, follow the advice given abowe by Sumeet Kumar Choubey.
