Premiere Pro CS6 imports 4k@60fps from GoPro 6 Black as audio only

When I import 4k @ 60fps mp4 files created with a GoPro 6 Black, Premiere Pro CS6 shows them as being audio only.

I have deleted the cache folders and tried reimporting. It didn't fix the issue.

But the file is never written. I have tried changing the output location, but it doesn't write the file.
