Hi Mara,
We're sorry about this issue. Please try these steps and check if it's working properly.
- Open an existing project instead of launching the app.
- Disconnect from the internet & try to launch.
- If you are able to access the Menu bar, change Startup preference to Open Most Recent
(Premiere Pro > Preferences > General > At Startup > Open Most Recent)
