Premiere pro experiences lag whenever i drop a file in from my computer

Everyhting runs fine and smooth then when i need to add a clip to the project everything lags there is delay to everything i click and when i try to run the footage nothing moves in the sequence bar. I saw a fix to this but it is outdated because i can no longer find drives under preferences. If anoyone knows a fix to this problem it would be greatly appreciated thank you.
