Premiere Pro freezes on Mac Pro and does not startup

I have a freshly installed clean macOS Sierra on Mac Pro (Late 2013). I tried downloading Premiere Pro first as a trial to see if it works on my Mac before purchasing, it freezes everytime and makes all the computer freeze as well so I cannot do anything with any other application and never starts up.

It shows me this screen, always freezing upon the sentence: Loading..orterPhotoshopProxy.bundle

I tried googling a solution, one was fixing permissions on the Library folder, which I tried, still no hope.

I don't understand why this is happening? !
