Premiere Pro freezing on startup

Well, I was just commenting to my colleague last week about how PP has been running flawless for me for the past year or so - no more glitchy crashes. So, I guess I've probably brought this on myself!.....

It keeps freezing on startup. It gets as far as:

'Loading NeatVideo5PR_SR.prm'   and then just freezes.

I never actually use Neat Video, but think I installed a trial version of it years ago. Is it actually likely to be this plugin that's the issue, or does that just happen to be the point at which it's always deciding to freeze?

I've cleared out cache folders, uninstalled and reinstalled PP, updated Nvidia drivers, yet still having the same issue. Any suggestions of what to try?

Not sure if it would be relevant or this, but system info:

So, turns out it was actually a Microsoft user account corruption that was causing the issue. Now created a new profile and everything working fine (slight issue with having to relink to all source video on my network drives, but not a major headache. Couldn't actually have happened at a better time, as I had no ongoing edits being worked on this week!)

Thanks for the suggestion Bob. It was when that didn't work that I realised there must be something more fundementally wrong with the PC.

You may want to try uninstalling and then use the Cleaner Tool and reinstall:

Sorry, other question I meant to ask:

Am I safe to just try uninstalling Neat Video, or is that going to totally confuse PP and cause other issues?

Okay, so I got impatient and tried shifting Neat Video out of the plug-ins folder (Windows 10) and re-launching PP.

Predictably enough it then froze at one of the FilmImpact transitions, so I shifted that to a temporary folder (they were the only two items in the plug-ins folder, other than a text doc called 'dummy' which I didn't fancy shifting.)

Now it's freezing at 'Loading ImporterQuicktime.prm'

Any suggestions of what I should be doing here would be massively appreciated, as I'm starting to run out of ideas.
