Premiere Pro Glitch with pitch sound effect and VST vocal plugins.

So here is a thing. For some reason Premiere Pro has a glitch with own pitch effect and any other VST plugin who changes vocal. Now I will explain what I mean. For example I have voice on audio track and I want to add some pitch effect (default adobe premiere pro effect) and for some reason in the end I'll receive pitched version with reverb or strange stereo effect in MONO voice track. Then I've tried VST plugin with pitch and in the end I still receiving strange strereo or reverb instead of clear pitched vocal. Even on preview I hearing strange things with audio when I'm trying to add pitch effect or effect is just turned on.  Does anyone can help me to solve this problem? Version of Premiere 2017.1.2
My spec:
Ryzen 9 3900x, 32 GB, GTX 1080ti, Focusrite Scarlett 2i2. Win 10 x64
P.s. On my other PC i5-6600k, 16 GB, 1066, Esi Juli@, have the same problem.

Okay, so I probably found solution. So it's all because of stupid windows audio drivers. I just switched to ASIO and all works good now.

I did switch in audio devices from MME to ASIO in my sound card. But funny things that all was good until yesterday. For some reason it's begins now on even ASIO too. Have no idea why it's happened again. Pbly it's problem in Premiere itself.
