Premiere Pro GPU Rendering Not Working

I just put the Echo effect on one of my clips and started a render in my sequence and I checked task manager and my CPU usage is at 100% while my GPU (AMD RX 6800) is at 2-5%

 

Not sure why this is happening since I already have GPU acceleration on and I've checked all forums on enabling it and it's on. Wondering how to fix it and would appriciate some help.

Echo is not a GPU accelerated effect, thats why your GPU does nothing.

 

All GPU accelerated effects are labeled with the label you see in the screen dump.

Echo is a non gpu accelerated effect, hence the rendering on the cpu

 

If you open the Effects panel and hit the Acc. Effects button, you can see which effects are gpu acc.
