Can I output Premiere to an HDR monitor and correctly monitor HDR?

Only with the right connection devices. Very limited.

For a Mac, you must have an AJA io4k or io4k+, connected to your computer, and with an HDMI cable from the AJA device and the HDR monitor.

For a PC, it's an AJA Kona 4 or Kona 5 PCIe card in the computer with an HDMI cable to the monitor.

With either installed go into the device's software and select Premiere's HDR signal.

The Premiere program and Transmit Out monitors cannot currently handle anything past Rec709. And AJA is the only company that has added the ability to access the Premiere HDR signal in its firmware.

Search this forum for the FAQ on Premiere and HDR that I wrote. A lot more details included.
