Premiere Pro - I'm having huge problems with clicking and dragging anything in the timeline or UI

I've encountered a weird issue with my Premiere. Basically, when performing any sort of clicking and dragging operation, Premiere doesn't immediately register the thing I've clicked. So then, when I move my mouse, the cursor actually picks up something else that is in the path of my cursor, as I move it across the UI.

 

For instance, I could be clicking on a video clip in the project bin and trying to drag it to the timeline, but instead of picking up the clip, my cursor grabs the edge of the window as I move my mouse across it. So instead of dragging my clip, I'm suddenly resizing a window.

 

This is affecting everything in the UI, dragging clips in the timeline, using the ripple edit tool, using scrollbars, resizing windows, etc. Anything that involves clicking and dragging has suddenly become a nightmare. The only way I can mitigate the issue is by waiting 1 to 2 seconds after I click on something before dragging my mouse. Then, and only then, does the cursor grab and move the correct item.

 

So far I've tried updating all my Creative Cloud apps and resetting the Premiere Pro to default settings but that hasn't helped. It's not a mouse issue. I'm not having the problem with any other apps. It shouldn't be a system performance issue either. All my playback is perfectly smooth. I've edited a feature-length documentary on this computer with no issues. Now I am struggling to edit a three-minute video because Premiere keeps moving the wrong thing whenever I try to click and drag anything.

Try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn't work, try Preferences > Audio Hardware and set Input to None.

If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean installation of the latest Studio Driver (NOT the Game Driver)

If that doesn't work, try creating a new project and import the old one into it.
