Premiere Pro 'In App' tutorial not loading any sample content

Trying to learn from the In-the-app tutorials, but most are buggy and don't work.  Exremely cumbersome.  Very disappointing and frustrating for a new user.  A couple of examples:

  First, specifically the "Dive into Text-Based Editing"

-No files or sample clips are loaded, installed, or downloaded.  Step 2 talks about 'working with the conversations' and renaming the speakers but there is nothing there.

Windows 11, Adobe Premeire Pro vers. 24.1.0

Open PR Pro,
Click on the "Dive into Text-Based Editing" Tutorial on the opening screen, 

begin to follow instructions, but there are no clips to work from.

Similarly the 'Completely New? Start Here!' series (Create your first video/ take your video further/...) seems to expect you to save your work as you go through it all, but never actually says or explains that.  So, 3 tutorials in, nothing makes sense because none of the clips have the content or changes being described unless you happened to save the modified tutorial sample files locally when progressing through the series.
