Premiere Pro Incorrect DAR Preview - 720 x 480 (853 x 480 actual)

Hello,

I've run into this a couple times now with some SD video files.  The SAR will show 720 x 480 but the DAR is 853 x 480.  When opened in Premiere and a "new sequence from clip" is created, the sequence is set at 720 x 480 with a PAR of 1.2121, but the Preview function of the DAR adds Black Bars to the left and right sides of the image.  VLC and Youtube do the exact same thing, but when opened in Quicktime Player it previews the DAR properly, no black bars.  It also provides the correct media information, unlike VLC, which shows the following:

Format: Apple ProRes 422, 720 x 480 (853 x 480)

Current Size: 853 x 480 (Actual)

Quicktime Player is no longer supported by Apple because of security concerns, yet it displays these SD files more appropriately than the 2017 versions of Premiere, VLC, and Youtube.

How is this possible?  Will Premiere fix this issue?
