Premiere Pro: Keyboards don't respond/ Cannot move objects

Hey

every second time I open Premiere Pro (latest 23.4) I simply cannot use any keypboard commands anyomore. I can only use the Curser. BUT: I cannot move any objects. Not in in Timelines nor in Projectwindow. Usually this can be fixed be restarting Premiere. Today though i had to completly reinstall premiere to be able to to fix it again.

Yes, it happens regardless of project. Any project old or new that I open i will not be able to use my keys once out of 2 or 3 times
