Premiere Pro major playback issues.

Ok so I am editing in Adobe Premiere Pro CC with the current update. I can edit 2.5k footage no issues on playback with no need to pre-render. I recently got a Phanton 4 Pro which records 4k 100mbs at h.264 or h.265 .mov or .mp4. I import the files in premiere and i cant even watch them back at 1/16 quality it studders so bad. I open After effects and can play half res no problem and even full res with slight studder and this is with color correction applied in after effects. Premiere cant even handle playback of the raw footage at 1/16 without me pre rendering each clip. What gives? I devot all but 5gb of ram to my adobe software. Here are my specs.

Intel Xeon E5-1620 v3 @ 3.50GHz

24gb RAM

Radeon R9 390 8GB video card.

    This is not surprising.  Use proxies for that media.

    Why can i playback in after effects and not premiere? how can premiere handle my 2.5k dng raw footage fine but not 4k h264?

    Hmmm good processor and GPU and very odd that you're playing the same clip fine in AE but not Premiere as in 2017, AE supposedly uses the same playback engine (I've heard it specifically mentioned when discussing h.264 as well). GPU acceleration IS turned on in Premiere, right? May seem like a dumb question, just curious. You should NOT have to go to 1/16 playback. I playback untouched 4K Phantom 3 footage with no effects fine in Premiere without proxies and I only have an i7 and 4GB GPU.
