Premiere pro & media encoder crashing while creating proxies.

Recently I got a new laptop Samsung Galaxy Pro 360 and started editing.

Configuration of Laptop.
Processor 11th Gen Intel(R) Core(TM) i7-1165G7 @ 2.80GHz 2.80 GHz
Installed RAM 16,0 GB (15,7 GB usable)
System type 64-bit operating system, x64-based processor
Pen and touch Pen and touch support with 10 touch points

I have installed 15.4.1 Premiere Pro, which I used in my old laptop and it worked fine.

Please do let me know if this is good configuration or I have to update to different laptop.

Or I am having issues with configuration issue which is killing Adobe.
