Premiere pro playback has a visual glitch, but the video file does not

I noticed when editing my newest video, parts of the video were glitching, and it was only on this project. As of now, I'm using version 15.4.1 (because I prefer it over the newer versions) but I also tried editing this in the newest version, and I still see the same visual glitch. I've got a deadline on this video, and any help would be appreciated.

 

I have linked two images of the problem I'm having. One should be the video playback in premeire, and the other should be the video player through the photos app.

ive also just learned its completly fine in other video editors, so it seems to be only my system. ive also uninstalled and reinstalled OBS, which is what i use to record, and have updated and downgraded my driver to test if that worked, nothing did.

Just adding on with whatever I find.

 

New recordings I make have the same issue, glitchy frames, that look like they are mashing with other frames. Any video I recorded before October 28th seems perfectly fine. Also when scrubbing through my export, frames that dont seem to be affected by the glitch problem are glitched in the export preivew. (So pretty much every frame lol)

This can often be solved by rewrapping the file. Download the freeware Shutter Encoder - Encoder | Converter video FREE PC|Mac, install it and launch it and then browse for your source file, set the Function to Rewrap and set it to .mp4, set the destination and click Start function. Use the new file created by Shutter Encoder inside Premiere Pro.

    it temporarily fixed it when i encoded it, but it still happens to new recordings. its literally neverh appened until i installed the new AMD driver, and even when i set it back to the old driver, it still happened.

    Do not count on Windows to be fully up to date when it comes to device drivers
    Go to the vendor site to be sure you have an updated driver for your graphic adapter

    nothing here ended up working. ive already updated and rolled back my drivers. ive also updated windows. it seems like any recording i have from before October 28th is fine, anything after has the same glitch
