Premiere Pro program monitor does not work, stutters

Hi, I recently built a computer system.
It has an i5 7th gen, amd radeon 6700xt, 12gb ddr5 3200mhz ram.
I have been using it without any problems until recently. I used to shoot videos with my own professional cameras and edit them in Premiere Pro. I was editing 4-5 hour videos, I was editing 4k-8k videos without any internal stuttering or freezing. 1-2 months have passed and now I'm throwing a 10 minute 1080p video into Premiere Pro. Premiere Pro stutters. And the main problem is the programme monitor, which will not even open 10 second videos. I set the quality to 1/4, the high quality preview option is turned off. even though I completely cleared the media cache, the program monitor does not work, the video plays, the sound comes, but the image freezes and does not play.
I need urgent help, I have become unable to do any of my work, the videos that freeze on this computer work without freezing in premiere pro programs that I have installed on worse laptops. (Note: nothing is installed on the computer I have this question on, except Adobe programs, Chrome).
