Premiere Pro project freezing

My Premiere Pro project is freezing. I have tried 3 computers and put the project onto a different external hard drive that has a read and writting speed of 2000+MB/s. I have started a new project and only brought in 10% of the footage but still it freezes and is slugish. The audio plays fine, its just the image. I am not having this issue with other projects. Im sure its an issue that has moved from one hard drive to the other, i just dont now what it is. Has anyone experienced this or knows what i can do to fix it?

I have tried 3 Mac book Pro's M2, M3 16gb+ the external hard drives are WD 4tb and an X10 4tb. The footage and files are less than 2tb. Premier Pro is up to date.
