Premiere Pro Project Not Exporting (was Downloading)

I have been trying to export (not download) a 1 minute video project from Premiere Pro for hours. I have cleared the media cache, restarted my device, checked the codec. I used warp stabilizer and two plug ins for effects. Could this be causing the issue? Never had a problem like this before. I'd appreciate any insight.

I shut down my computer for the night. This morning, it exported just fine with the warp stabilizers and plug ins.

Maybe my computer was overloaded, as restarting multiple times yesterday did not help.

Guess you mean trying to open a project?

Restart Premiere while holding down alt and disable the plugins > continue.

@Ann Bens What I meant was the video is not exporting. It keeps getting stuck at 5%.

On a sidenote downloading means

copy (data) from one computer system to another, typically over the internet.
